Short-term residence permit in Türkiye

Foreigners who will stay in Turkey for more than 90 days must obtain a RESIDENCE PERMIT.
Foreigners who will stay in our country for more than the period allowed by the visa or visa exemption or for more than ninety days are required to obtain a residence permit. This permit issued by the Directorate of Immigration Administration provides the foreigner with the right to live in our country for a certain period of time and in a certain place. Residence permit, which is important for ensuring and protecting public order; It is issued by the immigration administration if the foreigner makes a request, applies with the required documents and meets the conditions for the type of residence permit he/she requests.
Residence permit applications can be made online via the immigration administration website. RESIDENCE PERMIT APPLICATION
As stipulated by the law, it will soon be possible to receive residence permit applications from the consulates in the country where foreigners are citizens or legally reside, and this will be announced separately.
Until this stage is achieved, residence permit applications of foreigners are received by the governorship of the province where they wish to reside.
With the said Law, the accompaniment practice in residence permit applications has been abolished and each foreigner's application and permit document are issued separately.
In addition, residence permit applications can be made by the foreigner personally or through the foreigner's legal representative or lawyer.
However, if the administration deems it necessary, it may also request the foreigner to be present during the application. With Law No. 6735, the provision that residence permit applications can be made by the authorized intermediary institution has been added to Article 21 of Law No. 6458. Authorized intermediary institution refers to the institution or organization authorized by the General Directorate, and its qualifications and duty framework are determined by the regulation.

Who are the foreigners who can be issued a short-term residence permit?
1- THOSE WHO COME FOR SCIENTIFIC RESEARCH PURPOSES;
For this purpose, foreigners who request a residence permit must obtain a permit from the relevant institutions or organizations subject to scientific research (Ministry of Culture and Tourism, Ministry of Energy, universities, etc.), if scientific research is subject to permission; If they are not subject to permission, they are asked to submit a statement regarding the subject of the research.
2- FOREIGNERS OWNING IMMOVABLE PROPERTY IN TURKEY;

If foreigners who own real estate request a residence permit, the real estate must be residential and used for this purpose. In addition, if family members have shared or joint ownership rights on the house, family members can also apply for a residence permit in this context.
3-Foreigners who will establish commercial connections or business;
If foreigners who will establish commercial connections or business request a residence permit for more than three months, an invitation letter or similar documents from the persons or companies they will contact may be requested.
4-Foreigners who will participate in the in-service training program;
Residence permits issued for this purpose are issued for the duration of the program based on the information and documents regarding the content, duration and location of the training provided by the institution or organization that will provide in-service training.
5-Agreements to which the Republic of Türkiye is a party
or foreigners who will come for education or similar purposes within the framework of student exchange programs; For this purpose, foreigners requesting a residence permit are requested to submit information and documents obtained from the relevant institution. The duration of the residence permit cannot exceed the duration of education or similar purposes. Students coming within the scope of student exchange programs (Erasmus, Mevlana, Farabi, etc.); Those who apply to become universal health insurance within three months from their first registration date are not required to have additional health insurance. However, those who lose their right to have general health insurance by not applying within three months from the date of registration are asked to obtain private health insurance.
6- FOREIGNERS WHO WILL STAY FOR TOURISM PURPOSES;
For this purpose, the statements of foreigners applying for a residence permit regarding their travel plans (such as where, when and for how long they will stay in the country) are evaluated. If deemed necessary, you may be asked to provide information or documents.

7-Foreigners who will receive treatment, provided that they do not have one of the diseases that are considered a threat to public health;
For this purpose, foreigners coming to Turkey are required to be admitted to public or private hospitals. Health insurance is not required for those who document that they have paid all treatment expenses. Residence permits are issued in accordance with the treatment periods. Foreigners whose accommodation, subsistence or health-related expenses are covered by the relevant public institutions and organizations during the treatment period are not required to have valid health insurance upon determination of financial means. When necessary, information or documents regarding the treatment of the foreigner may be requested from the relevant hospital or public institution and organization. Within the scope of existing Health Cooperation agreements, residence permit procedures for companions of foreigners who come to our country for treatment purposes (unless there is a separate provision regarding companions in the agreement) are carried out in accordance with general provisions. In addition, according to the Additional Article 14 of the Basic Law on Health Services No. 3359, valid health insurance is not required for residence permit applications of foreigners coming to our country with a maximum of two companions.
8- Foreigners who must stay in Turkey due to requests or decisions of judicial or administrative authorities;
The duration of the residence permit to be issued for this purpose is arranged taking into account the period specified in the decision or request.
9-Foreigners who will be transferred to a short-term residence permit in case they lose their family residence permit conditions;
10-Foreigners who will attend Turkish learning courses;
For this purpose, it can be granted a maximum of two times to a foreigner who requests a residence permit and is registered with an institution authorized to provide Turkish courses (must have permission from the Ministry of National Education). If the course duration is less than one year, the residence permit duration cannot exceed the course duration. The institution providing the course is obliged to notify the provincial directorate about the course start and attendance status of the foreigner who has registered for the purpose of learning Turkish.
11-Foreigners who will participate in education, research, internships and courses in Turkey through public institutions;
The duration of the residence permit issued for this purpose cannot exceed one year. Valid health insurance is not required for foreigners whose accommodation, subsistence or health-related expenses are covered by the relevant public institutions, upon determination of financial means. Information and documents may be requested from institutions.
12-Foreigners who have completed their higher education in Turkey and applied within six months from the date of graduation;
For this purpose, foreigners who request a residence permit may be granted a residence permit for a maximum period of one year only once, if they apply within six months from the date of graduation.
13-Those who do not work in Turkey but will invest in the scope and amount to be specified by the Council of Ministers
and their foreign spouse, and his/her spouse's minor or dependent foreign child; For this purpose, foreigners who request a residence permit can be issued a residence permit for a maximum period of five years. With this amendment brought about by the International Labor Law No. 6735 in Law No. 6458, it is aimed to encourage qualified foreigners who will contribute to the country's economy and to facilitate residence permit procedures for foreigners.
14-Foreigners who are citizens of the Turkish Republic of Northern Cyprus,
For this purpose, foreigners who request a residence permit can be issued a residence permit for a maximum period of five years. For How Many Years Can Short Term Residence Permit Be Issued? Short-term residence permit can be issued for a maximum of two years at a time, except for foreigners listed in the 13th and 14th rows above. What are the Conditions for Short Term Residence Permit? In order for a short-term residence permit to be issued, foreigners must meet the conditions set out in Article 32 of the Law. - To submit supporting information and documents regarding the purpose of stay in Turkey, - Not to be within the scope of Article 7 of the said Law, - To have accommodation conditions in accordance with general health and safety standards, - If requested, to the competent authorities of the country of which the person is a citizen or legally resides. To present the document showing the criminal record issued by the Ministry of Internal Affairs, - To provide the address information where he/she will stay in Turkey. What are the reasons for Short-Term Residence Permit Rejection, Cancellation or Non-Extension? - One or more of the conditions required for a short-term residence permit are not fulfilled or are eliminated, - It is determined that the residence permit is used for purposes other than the purpose for which it was issued, - There is a valid deportation or entry ban decision against you, - There is a violation in terms of the duration of stay abroad, Short-term residence permits are not given, if they are given, they are cancelled, and expired ones are not extended.
