In the 12th article of the Turkish Citizenship Law (No. 5901) under the title "Exceptional cases in the acquisition of Turkish citizenship"; Foreign nationals who have a residence permit in accordance with subparagraph (j) of the first paragraph of Article 31 of the Law on Foreigners and International Protection (No. 6458) and foreign nationals who have a Turquoise Card and their foreign spouses, and their spouses are under the age of 18 (adult). It is envisaged that a foreigner's child (who is not 18 years old) or who is dependent on him/her, even though he/she is over 18 years of age, can acquire Turkish citizenship by the decision of the President, provided that they do not have a situation that may pose an obstacle to the security and public order of our country.

In Article 20 of the Regulation on the Implementation of the Turkish Citizenship Law, prepared based on Article 46 of the Turkish Citizenship Law (No. 5901), titled "Exceptionally acquiring Turkish citizenship, documents required for application and procedures to be carried out"; It is stated that foreign nationals who are determined by the Ministry of Family, Labor and Social Services to create employment for at least fifty (50) people can acquire Turkish citizenship by the decision of the President within the scope of subparagraph (b) of the first paragraph of Article 12 of Law No. 5901.

On the other hand, in subparagraph (j) of the first paragraph of Article 31 of the Law on Foreigners and International Protection (No. 6458); Those who are not working in Turkey but who will invest and their spouses who have foreign nationality, as determined by Article 20 of the "Regulation on the Implementation of the Turkish Citizenship Law" titled "Exceptional acquisition of Turkish citizenship, documents required for this application and procedures to be carried out" It is envisaged that a residence permit may be granted for a maximum of 5 (five) years to the foreign child of himself and his spouse who is under the age of 18 (a minor) or who is dependent on him although he is over the age of 18.

Pursuant to all the above-mentioned legislation provisions, foreign nationals must have at least 50 (50) years of age required for a residence permit to be submitted to the Ministry of Internal Affairs within the scope of Article 31 / paragraph j of Law No. 6458 or for an exceptional citizenship application within the scope of subparagraph (b) in the first paragraph of Article 12 of Law No. 5901. Application and Evaluation Process
Foreign persons who have requested a certificate of conformity on the grounds that they employ at least 50 Turkish citizens must apply in writing to the General Directorate of International Labor Force, which is affiliated with the Ministry of Family, Labor and Social Services, with the documents listed below.
Applications are evaluated by the General Directorate of International Labor Force, which is affiliated with the Ministry of Family, Labor and Social Services. Applications with no deficiencies are finalized within 7 business days. In applications made with incomplete information or documents, the applicant is given thirty (30) days to complete the detected deficiency. If the deficiency is not corrected within this period, the application will be rejected.
As a result of the evaluation, the application results for foreigners who are determined to meet the necessary conditions are notified to the Ministry of Internal Affairs and also to the applicant.
