GENERAL INFORMATION ABOUT VISA

It is important for foreign nationals to examine the visa regime applied by our country before traveling to Turkey for various purposes.

There are differences between the visa regime applied for visits for tourism and business meetings and for visits for work and education. In addition, the visa regime that Turkey applies to citizens of other countries varies from country to country according to the principle of reciprocity.

Citizens of some countries are exempt from visa for touristic travels; Tourist visas are issued electronically to citizens of some countries. On the other hand, although applications for all kinds of work and education visas can be made electronically, applicants must apply in person to our relevant foreign representative offices.

Visa types according to travel purpose are presented below:

a) Tourism visa: It is given to foreigners who want to come to Turkey for purposes such as touristic or official visits, business meetings, conferences, seminars, meetings, festivals, fairs, exhibitions, sports events, cultural and artistic events.

b) Transit visa: The transit period determined by the transit visa to be given to foreigners who want to enter Turkey from any border gate and pass through Turkey within the specified period, restarts each time they enter the border gate within the validity period of the visa.

c) Airport transit visa: It is given to foreigners who only want to pass through the air border gate without entering Turkey.

d) Education visa: It is given to foreigners who want to come to Turkey for education, training, internship, course, student exchange program, and participation in Turkish language course.

d) Work visa: It is given to foreigners within the scope of Article 55 of the Implementation Regulation of the Law on Work Permits of Foreigners published in the Official Gazette dated 29/8/2003 and numbered 25214, and to foreigners who are not within this scope and want to come to Turkey for work purposes.

e) Official duty visa: It is given to foreigners who are appointed to official duty or assigned as diplomatic courier.

f) Other visas: Travel to Turkey for purposes other than those specified in paragraphs (a), (b), (c), (d), (e) and for archaeological excavations, research, film or documentary shooting, treatment, accompaniment. It is given to foreigners who want to come for purposes such as family reunification, humanitarian aid, transportation.


PASSPORT EXPIRATIONS

Foreigners coming to enter our country are required to have a passport or passport substitute document valid for at least 60 days after the expiry of the visa, visa exemption or residence permit period.

Example A: A foreign visitor with a 90-residence visa must have a passport/travel document valid for 150 days (90 + 60 days/5 months) to enter Turkey.

Example B: A foreign visitor with a 30-day residence visa must have a passport/travel document valid for 90 days (30+ 60 days/3 months) to enter Turkey.

The provisions of the international agreements to which we are a party and the provisions of special laws are reserved, and the following items are excluded from the scope of application:

a) Countries traveling with identity cards within the framework of the European Agreement Concerning the Travel of Persons between Member States of the Council of Europe;

b) In accordance with the said Agreement; Those who carry country passports that are considered valid for certain periods of time, even if they have expired;

1- Germany (Passport and ID card that have lost their validity within the last 1 (one) year)
2- Belgium (Passport that has lost its validity within the last 5 (five) years)
3- France (Passport that has lost its validity within the last 5 (five) years)
4- Spain (Passport that has lost its validity within the last 5 (five) years)

5- Switzerland (Passport that has lost its validity within the last 5 (five) years)
6- Luxembourg (Passport that has lost its validity within the last 5 (five) years)
7- Portugal (Passport that has lost its validity within the last 5 (five) years)
8- Bulgaria (Valid ordinary passport)

can travel to our country.

c) Holders of Diplomatic, Special and Service passports, which are included in the official passports category in the Visa Regime Table.

GENERAL INFORMATION

- All foreigners who will travel to our country, except those who can benefit from visa exemption, must obtain an e-Visa from the website www.evisa.gov.tr depending on their country or apply for a visa to our foreign representative offices in the country of their nationality or residence using the online visa application channel. Foreigners coming from countries where we do not have a foreign representation can apply for a visa to our foreign representative accredited to the country of their nationality/residence using the online visa application channel. - Due to possible delays in visa procedures, it would be beneficial to apply for a visa at least one month before the planned travel date.

- Visas issued to foreigners do not provide an absolute right to enter Turkey.

- Visa Fee collected for visa applications is not refunded if the application is rejected.

- All visa applicants are required to have valid health insurance covering the period they will stay in our country.

- The duration of stay in Turkey provided by the visa or visa exemption cannot exceed 90 days in every 180 days. The rule that the total duration of stay in Turkey in the last 180 days should not exceed 90 days is valid for all foreign citizens traveling to Turkey.

- It is not possible for foreigners with dual passports to stay for 90 days with separate passports within the last 180 days.

- For all types of visa applications, our foreign representative offices provide a residence visa for a maximum of 90 days, and foreigners who want to stay in our country for more than 90 days can extend their residence by applying for "Short Term Residence" at the Provincial Directorate of Immigration Management.

- If foreigners who have a residence permit in our country stay abroad for more than 120 days in total in the last year, their residence permits are cancelled.

- For United Nations (UN) Laissez Passer holders, blue colored UN travel document holders will be granted the total duration of their stay for all their trips to our country, if they can document that they are official officials, and red colored UN travel document holders will be required to travel to our country for official purposes. Visa exemption is provided for a period not exceeding 90 days in the last 180 days. For private travels of blue colored UN travel document holders, passports of the countries of which they are citizens are processed in accordance with the general visa provisions.

- For travels to Turkey other than touristic or commercial purposes (work, student, etc.), visa applications must be made through our foreign representative offices.

- Children under the age of 18 who will come to our country for any purpose must obtain the consent of both their parents when applying for a visa. Those whose parents are separated or who declare that one of them is not alive are given a visa appropriate to their purpose of coming to our country, provided that a document showing that they have custody of the child is presented.

- Foreign students and international student exchange students who will come to our country with a visa or benefit from visa exemption and study at associate degree, bachelor's degree, master's degree, doctorate level, Medical Specialization Education (TUS), Dentistry Specialization Education (DUS) level in a higher education institution in Turkey. Residence applications of foreign students invited by universities affiliated to the Council of Higher Education in Turkey within the scope of EU Education and Youth Programs and cultural programs are accepted by the Provincial Directorates of Immigration Management without requiring a "Student Annotated Visa". Students coming from visa-required countries must obtain a residence permit by applying to the Provincial Directorate of Immigration Management in their province after entering Turkey.
-For foreigners who will enter our country for touristic purposes from sea ports; Valid only at sea ports, foreigners who come by sea vessels to visit the port city or the surrounding provinces for tourism purposes are granted visa-free entry permission by the governorships for a period not exceeding seventy-two hours. Since the application is aimed at citizens of countries whose entry to Turkey is subject to a visa, these people are not required to obtain a visa upon entry. As a rule, the passports of these people are not taken when they enter the country, but their passports are taken to be given at their exit by the officers responsible for entry and exit control at the port and they are given a "Port City Permit Certificate". is regulated.

- The information provided in the visa application form may be kept in the databases of our relevant institutions.

Tourist visa:

- If an invitation letter is submitted for tourist visa applications, the letter must include information about the inviting person's TR ID number, public ID, guest list, residence address, contact number, duration and purpose of stay, and whether there is a kinship with the applicant. If the inviting party is an institution, a tax certificate is requested. In addition, the inviting person is requested to declare in the invitation letter that he/she will cover the guest's food and lodging at his own risk. The applicant is required to have sufficient or regular means.

Working visa:

- Foreigners apply for a work permit abroad to our foreign representative offices in the country of their citizenship or permanent residence.

Work Permit applications are concluded positively or negatively by the Ministry of Labor and Social Security. Work Permits also replace residence permits. For this reason, Entry Visa Fee, Work Permit Fee and Residence Fee are collected by our foreign representative offices from the foreigner whose work permit has been approved by the Ministry of Labor and Social Security. Since the Work Permit Card replaces a residence permit in our country, the "Work Annotated Visa" issued by our foreign representative offices is for the purpose of entering our country and is given for a maximum of 90 days.

- Foreigners who will work in the Free Zones in our country are given work permits by the Ministry of Economy, personnel who will work in units affiliated with the Ministry of Culture are given work permits by the Ministry of Culture and Tourism, and foreign academic personnel who will work in universities affiliated with the Higher Education Institution are given work permits by the Council of Higher Education (YÖK).

Internship Visa/Work permit exemptions:

- For all kinds of private internship applications outside the scope of Article 55 under the heading "Work Permit Exemptions" of the Law Implementation Regulation on Work Permits for Foreigners, the applicant must obtain a work permit from the Ministry of Labor and Social Security in accordance with Law No. 4817.

Article 55 of the Implementation Regulation of the Law No. 4817 on Work Permits for Foreigners, which regulates work permit exemptions, states in which cases and for how long foreigners are exempt from work permits. The article in question is presented below. In this context, applicants who meet the following conditions do not need to obtain a work permit.

a) Those who are exempt from work permits by bilateral or multilateral agreements to which Turkey is a party,

b) Foreigners whose permanent residence is abroad and who will come to Turkey temporarily for less than one month for scientific, cultural and artistic activities, and for less than four months for sports activities,

c) For the purpose of assembly, maintenance and repair of machinery and equipment imported to Turkey, providing training on its use or receiving the equipment or repairing broken down vehicles in Turkey; Those who come to Turkey for not more than three months in total within a year from the date of entry and to prove this situation with the documents they submit,

d) Those who have been in Turkey for the purpose of training on the use of goods and services exported from or imported to Turkey, provided that they do not exceed a total of three months within a year from the date of entry into Turkey and prove this situation with the documents they submit,

d) Those who have been in Turkey as a performer or similar officer in fairs and circuses that will operate outside the borders of certified tourism enterprises, provided that it does not exceed six months from the date of entry and they prove this situation with the documents they submit,

e) Foreigners who come to universities and public institutions and organizations to increase their knowledge and experience by proving their status with documents to be submitted, for a period not exceeding two years and limited to the duration of education,

f) Those who are declared by the relevant authorities to be able to provide significant service and contribution to Turkey in socio-cultural, technological fields and education in a period not exceeding six months,

g) Foreigners who will come within the scope of the programs carried out by the European Union Education and Youth Programs Center (National Agency) (during the program),

g) Foreigners who will undergo internship within the framework of international intern student programs, the scope and duration of which are agreed upon by the Ministry, the Ministry of Internal Affairs and Foreign Affairs and the Presidency of the Council of Higher Education,

h) Foreigners who are tour operator representatives coming to Turkey, provided that their duty period does not exceed eight months,

i) Foreign football players and other athletes and coaches whose requests are deemed appropriate by the Football Federation or the General Directorate of Youth and Sports (during their contracts),

i) In accordance with the bilateral protocols made with the states in accordance with the Rule I/10 of the International Convention on Training, Certification and Watchkeeping Standards of Seafarers, foreign seafarers who have received a "Certificate of Conformity Approval" from the relevant administration, are registered in the Turkish International Ship Registry and work on ships operating outside the cabotage line,

j) Foreign experts assigned to projects carried out within the scope of Turkey-European Union Financial Cooperation Programs.

Residence permits for foreigners coming to our country within the scope of Article 55 are issued by the Provincial Directorates of Immigration Management as "Short Term" residence permits. Exemption periods are not extended, and foreigners within this scope can benefit from the exemption provisions only once in a calendar year. However, in order to benefit from this right, three months must have passed since the expiry date of the residence permit previously obtained by the foreigner for the same purpose. If the foreigner will work longer than the exemption period, it is mandatory for the foreigner to obtain a work permit from the Ministry of Labor and Social Security.

Visas with Press Annotations:

- Members of the international press who will come to our country temporarily without being appointed to a permanent position are not required to obtain a "Press Annotated Visa". If the foreigner is subject to a visa, it will be sufficient to obtain a tourist visa. Upon request, foreign press members visiting for a short period of time may be issued a temporary press card valid for the duration of their stay in our country by the Prime Ministry General Directorate of Press-Publication and Information. A temporary press card is issued for a maximum of 3 months and can be extended for another 3 months if necessary. Press members who receive a short-term residence permit are not required to have a separate work permit. Appointed press members are subject to permission to obtain a "Press Annotated Visa".

Tour Operator Visa:

- Foreigners who are tour operator representatives are exempt from obtaining a work permit for their duties of up to eight months. On the other hand, those who will travel to our country as tour operator representatives must apply for a residence permit from the Provincial Directorate of Immigration Management.

Transport Visa:

- Foreigners applying for a transportation visa may be granted a multiple entry visa valid for 1 year if they submit the necessary documents.

Personnel officially assigned to foreign Religious Organizations in Turkey

- Work permits for foreigners assigned to religious institutions are exceptional, permit applications are made through our Ministry, and residence permits to work in our country are issued by the Ministry of Internal Affairs.

Excavation, Research, Documentary, Film Shooting visa

- For Excavation and Research, it is necessary to enter our country by obtaining a visa suitable for the purpose through our foreign representative offices.

- Foreigners who will come to our country for film and documentary shooting purposes must obtain a permit from the Ministry of Culture and Tourism, General Directorate of Cinema and the relevant Governorship.

- In Turkey; Applications are made directly to the relevant organizations for scientific research, investigations, audio tapes, video recordings, documentary films and photo shoots on archaeological, historical, geological, sociological and natural issues on land, in the air, at sea, in rivers and lakes. Apart from these, applications regarding archaeological excavations, underwater archaeological research, surface surveys and land registry records can be submitted to our Ministry through the applicant's own diplomatic representation within the country; abroad, it is delivered to our Ministry through our foreign representative offices.
